ABK constitutes reconciliation committee

ITANAGAR, Dec 17: Considering the tussle over the headquarter issue of Siang district, the Adi Baane Kebang (ABK) has constituted a reconciliation committee for providing a forum for mutual discussion by the concern party and to resolve the issue.

In a release, it also appealed to the people of the district to maintain peace and tranquility and to solve the issue amicably for the greater interest of the people.

 

ASH service disrupted

Itanagar, Dec 17: The Arunachal State Hospital (ASH) Naharlagun will not admit patients in the department of Gynae including labour room indefinitely. Chief Medical Superintendent of the ASH Dr. R.D. Khrime informed that the construction company of the new building of the hospital has repeatedly damaged water supply, drainage and septic tanks in the hospital. There has been no replacements of septic tanks which has caused damages to toilets of operation theatre, gynae ward and female ward. The hospital has already started construction of septic tank.

 

N S Memorial Cricket tournament begins

PASIGHAT, Dec 16: Nyokar Siram Memorial Cricket tournament began yesterday at the IGJ sports-ground with ceremonial inaugural batting by Denong Tamuk Chief Councilor (PMC) and the bowling by Okom Yosung, ZPM of Bogong-II.

Napit Cricket Club (NCC) thrashed Eleven Wonders (EW) by 40 runs in the inaugural match. Batting first, NCC scored 118 runs in allotted 20 overs and chasing the target, EW team was bundled out on 78 runs in 16.5 overs.  From of NCC team, Kabom Darang was adjudged as man of the match for his brilliant bowling performance who took 4 wickets and Tenjing Eko was the highest scorer (25 runs) in the match.

The tournament is being organized by the East Siang Cricket Association (ESCA) in memory of Nyokar Siram HGB, father of  former education minister Bosiram Siram.  Nyokar is remembered for establishment of agri-horticulture garden at Yagrung and in 1980.

During the opening ceremony, Denong Tamuk said HGB Nyokar Siram was liked by all for his effective and impartial justice delivery system.

Earlier, encouraging participants Yosung said sports is one of the best ways to help them develop healthy habits that will last for lifetime. To make a healthy society, youths must refrain from drug abuse  and alcoholism, he advised.  

A total of twenty-one teams are participating in the tournament.  The final match will be played on Dec-27 next and winning team and runners up will be awarded with thirty thousand and twenty thousand along with trophies respectively. There will also be individual prizes like man of the series etc. DIPRO

 

SCC carries out Cleanliness Drive in Hija Village

Ziro, Dec 17: The NSS units of Saint Claret College Ziro successfully conducted their first annual NSS Special Camp from 15 to 16 December. The Camp was held at Hija village in Ziro and was attended by around 70 NSS Claretines under the able supervision of the programme officers, Withoam Socia and Tasso Tagia. The Camp focused on giving cleanliness and hygiene awareness and undertaking a cleanliness drive, along the lines of the “Swachh Bharat” Mission of the Prime Minister. Proudly wearing NSS Caps and Badges, the volunteers braved the chilly December weather of Ziro and worked their hearts out confirming the natural goodness and the spirit of generosity of the youth.

The two-day social service was conducted in collaboration with the panchayat members of Hija, the Hija Youth Association and the villagers.

The ZPM Dani Buker and his team provided unreserved support for the endeavor, and Dani Hinda and his family made their house available for students to rest and have their meals. The Hija Youth Association leaders assisted generously by arranging vehicles for transporting trash and waste to the garbage disposal grounds, said a report from the College.  The principal and vice principals of the College also took turns to join hands with the students to clean up the drains and ensure that the roads and alleys remained clean.  

Many students, having completed their examinations, stayed over the weekend in order to participate in the Camp. The entire camp was a novel experience for many of them and a profoundly moving one for all. One volunteer, speaking on behalf of others, remarked, “During our school days, we had several associations, but we never did something like this of such a large scale. It feels so good to do such noble acts for people around us.” Indeed, the National Service Scheme continues to shape the hearts of the youth.

 

Construction of Yammeng hydropower

YINGKIONG, Dec 17 :  Yammeng Hydro power Project with a capacity to generate12 MW Power is all set to be constructed soon over the Yammeng river. The decision was unanimously adopted in a joint consultative meeting of the Project affected people of Simong and Gobuk villages held in the Tourist Hall here yesterday in presence of the Deputy Commissioner Dr. Tariq Thomas. All the Project affected villagers, Gaon Buras and PRI members agreed to the proposal of construction on the basis of land compensation, employment opportunities and other welfare measures for the affected villagers and land owners under the laid down provisions of memorandum of agreement between State Government and Yammeng Green Energy Pvt. Ltd.

Dr. Thomas clarified all doubts and confusion of the Project affected people in regard to the land compensation and other benefits to be taken up by the company.

The Director, Yammeng Green Energy Pvt. Ltd. stated that the Project would cover an area of 8.7 hectares of land and committed to complete the construction within three years. The works will be started as soon as environmental clearance and DPRs is completed. The Joint consultative committee of the two villages submitted a memorandum to the Deputy Commissioner and the Pvt. Ltd. demanding employment opportunities, free electric light to the locals and sufficient compensation on land and other standing assets of the Project affected people. DIPRO

 

ASHAs trained on control and prevention of vector borne diseases

ITANAGAR, Dec 17: Accredited Social Health Activists (ASHAs) of Lower Subansiri district were trained on prevention, diagnosis and treatment of uncomplicated malaria cases in batch wise training conducted by Voluntary Health Association of India (VHAI) in collaboration with District Vector Borne Disease Control Programme.

The last batch of the series of training conducted at Ziro on December 15 and 16 was attended by 37 ASHAs.

Subu Habung, DVBDCPO, Lower Subansiri, N Tabyo, DVB Consultant, Chaitan Kumar, DPO VHAI, VP Gulati, Regional BCC Officer and Sonam Dreama, DEO were the main resource persons.

VHAI has so far trained 200 ASHAs for the control of malaria in the district.

It is pertinent to mention here that ASHAs play a crucial role in prevention and control of malaria and other vector borne diseases at the community.  

VHAI in collaboration with NVBDCP, Caritas India is building capacity of the ASHA to fight malaria in Arunachal Pradesh.

 

Model village given facelift

AALO, Dec 17: Yigi-Kaum of West Siang district, which was adopted by Member of Parliament (West) as model village under Saansad Adarsh Gram Yojana, was given a facelift by the villagers.

Besides cleaning their houses and the village areas, the villagers also planted around 500 saplings along the village roadside yesterday.

The villagers were also made aware of the importance of maintaining a high degree of health and sanitation practices in an awareness meeting conducted on the sideline of the cleanliness drive by Ori Welfare Society (OWS).

Earlier, MLA Tumke Bagra inaugurated the Ori Gate on Monday which was constructed and donated by former ASM Kento Ori. DIPRO

 

Police officer dies

NAHARLAGUN,  Dec 17: Inspector Lijum Bagra, son of Hogli Bagra of Bagra village under West Siang district, died of prolonged illness while undergoing treatment at Guwahati-based Downtown Hospital on Tuesday evening.

Born on May 29, 1962, he is survived by his wife, two sons, and a daughter.

Expressing deep shock at his untimely demise, Home Minister Tanga Byaling today said that he was an upright officer whose death was a loss to the entire department. He conveyed his deep sense of condolences to the bereaved family and prayed for the eternal peace of the departed soul.

The HM along with senior police officers including SP T Ringu, ASP Deepankar Mishra, Itanagar P S OC inspector T Bage and Naharlgun PS OC inspector Kalom Pait along with other police personnel paid their last respect when the mortal remains arrived here today, before being taken to his native village Bagra for the last rites tomorrow.

Bagra had joined the department as SI on January 11, 1988 and served in PHQ, Tirap, U/Subansiri, Changlang, L/Subansiri, K/Kumey, P/Pare rural, Lohit and W/Siang districts, before being posted as Nahalargun police station OC on September 3, 2013.

 

ITBP trained on handling and management of Yak

Dirang, Dec 17: A ten days in house training on ‘Handling and Management of Yak’ for the jawans of Indo-Tibetan Border Police (ITBP) was organized during December 8-17, 2014 at ICAR-National Research Centre on Yak, Dirang. This training module has been developed as per the request of the Commandant (Veterinary) Director  General, ITBP, New Delhi.

22 jawans from different battalions of ITBP from Sikkim and Arunachal Pradesh participated in this training programme. During this training programme, major emphasis was given on the housing, nutrition, feeding, disease and healthcare management. Trainees were given a hand on practical exposure on selection of yaks as a pack animal and handling of yak during load carrying.  

During development of this module, Dr. S. M. Deb, Director, ICAR-NRC on Yak elaborated on the packbility of the yak. He also compared with other pack animals and informed that yak is best choice to carry load in snow bound high altitude border areas.

Sunil Kandpal, Commanding In-Charge, 4th Batallion, ITBP, Dirang appreciated this training module and told that both ITBP and ICAR-NRC on Yak will work together for better protection of high altitude border areas.   

A training manual on the ‘Handling and Management of Yak’ with special emphasis on the packbility of yak was published for the ready reference of the ITBP jawans in difficult hilly terrain.  

 

DM bans unauthorized IMFL sell

ITANAGAR, Dec 17: District Magistrate Capital Complex Mige Kamki has issued a prohibitory order with a direction not to sell IMFL without license in the Gumtis and shops of the twin town with immediate effect. Executive Magistrates of respective jurisdiction have been asked to enforce this order with immediate effect.

 

NCST holds interactive session

ITANAGAR, Dec 17: National Commission for Scheduled Tribes had an interactive meeting with the Elected Representatives of Urban Local Bodies, Panchayati Raj, Tribal Officers, and NGOs & GBs which was conducted by the District Administration Capital Complex today.

Chairperson, National Commission for Scheduled Tribes Dr. Rameswar Oraon assured to help for early recognition of Yobin Community as Scheduled Tribe of the Arunachal Pradesh in the meeting.

Chairperson NCST said this in response to Aphu A Ngwozah, General Secretary, Yobin Tribal Fundamental Rights Forum (YTFRF) who submitted various problems faced by Yobin Community. He asked the commission to expedite the process of recognizing Yobins as a Scheduled Tribe which has already been recommended to the centre by the state govt.

Further, Dr. Rameswar Oraon advised the gathering to take up various projects/schemes for the welfare of tribals and spoke on various projects that can be initiated for the welfare of tribal peoples. He also highlighted various constitutional provisions & protections for scheduled tribes.

Mige Kamki, Deputy Commissioner, Itanagar Capital Complex also spoke on the occasion.

 

Assault on doctor condemned

ITANAGAR, Dec 17: Arunachal Civil Society (ACS) has vehemently condemned the physical assault on doctor on duty at Ramakrishna Mission Hospital, Itanagar by some miscreant(s) on the night of December 12.

RKM Hospital is one of the reputed hospitals in the state that provides round-the-clock services to the needy patients of Arunachal Pradesh. Attack on doctor on duty is in no way acceptable and deserves condemnation from all sections of the society, ACS said in a release.

It urged the concern authority to do the needful to check recurrence of such incidents against the medical fraternity in future.

 

CM condoles Pak bombing

ITANAGAR, Dec 17: The barbaric attack on the Army Public School students by terrorists in Peshawar, Pakistan has sent shock waves among the students fraternity and in the educational institutions of Arunachal Pradesh. Chief Minister Nabam Tuki has expressed shock and sorrow and conveyed his condolences to the family and friends of the students who lost their lives in the hands of terrorists.

To share the sorrow of the educational fraternity the Chief Minister has directed all educational institutions in the state to observe two minutes silence at 11 am on Thursday.

 

APATCYO reiterates demand

ITANAGAR, Dec 17: The Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has reiterated its demand of proper implementation of RTE Act 2009.

Its other demands include proper distribution of books and school uniforms free of cost in the school, proper implementation of Mid-Day Meal scheme, appointing adequate number of school staffs like peon and chowkidaar etc and to refund school admission fees collected from the students.

 

AACWA submits memo to CM

ITANAGAR, Dec 17: The All Arunachal Contractor’s Welfare Association (AACWA) is opposed to the high amount of enlistment fees as given in the notification vide no. SPWD/W-336/cont/06-07/85 dated 21st November 2014 and has demanded immediate lowering down of fees.

In its memorandum submitted to the chief minister, it has also demanded modification in the work experience/credentials certificate as notified saying that it should be strictly as per CPWD enlistment rules 2005 modified upto 19August  2014 for all categories of contractors.

 

ICDWA oppose installation of cables in the highways of Itanagar

ITANAGAR, Dec 17: The Itanagar City Development Welfare Association (ICDWA) has sought stoppage of the installation work of electrical/cable poles that are being carried out in the highways of Itanagar claiming that it will lead to unnecessary expenditure of state exchequer.

In its letter addressed to the Capital Complex DC, it said that the installation is a waste of public exchequer as the construction of four lane highway will begin early next year which will hamper the installed cables.

 

Medical camps

ITANAGAR, Dec 17: Vivekananda Kendra Arun Jyoti recently organized a series of free medical camps at Angkling, Waringpam, Chamdrung and Brokpublaching villages under Khalaktang circle of West Kameng district. Chamdrung is the last village of India and is very near to Bhutan.

A total of 157 patients were examined and free medicines distributed during the camps conducted by Vivekananda Kendra mobile medical team of doctor along with Dr. K Deru, M O of Shergaon PHC. Rupa ZPM Sange Tashi accompanied the team and gave valuable guidance.

 

KVK SAC meeting held

ITANAGAR, Dec 17: A Scientific Advisory Committee (SAC) meeting was organized by Krishi Vigyan Kendra, Upper Subansiri yesterday.

Attending the meeting, Upper Subansiri Deputy Commissioner Komkar Dulom has suggested KVK to give emphasis on improving and polishing traditional and local farming systems.  He also requested the line departments along with DRDA to support KVK by sponsoring training programmes.

Two arrested in RKM Hospital assault case, doctors to resume work

ITANAGAR, Dec 17: Two persons have been arrested in the Rama Krishna Mission Hospital assault case. The main accused has been identified as Hari Tacho, a constable, under 2nd IRBn constable. He is currently posted as Personal Security Officer to PPA MLA Nikh Kamin.

The Police are hopeful of arresting all involved soon.

An Emergency Medical Officer was assaulted on Dec 12 by a group of men who had come with a patient forcing the doctors to go on protest.

Meanwhile, the doctors will resume services from 9 AM Dec 18 as decided. The doctors had refused to work from Dec 16 in protest against repeated assault on doctors while they discharge their duties.

A report states that the govt has beefed up security at the hospital.

The Home minister Tanga Byaling today visited the hospital and interacted with the doctors.  He is reported to have assured to provide adequate security and establish a permanent police beat near the casualty wing of the hospital. He also assured the doctors that strict action would be taken against the culprits. The RKMH Doctors Association, meanwhile, has hoped that capital administration and police would provide adequate security to all health personnel in the capital.

The Association also hoped that a stringent law can be enacted to stop assaults of medical professionals.

The doctors have apologized to the general public for the hardship faced because of the shutdown.

“It was done with a good intention to sensitize the general public about the hardship faced by the health professionals during duty time” a statement read.

 

 

Women PS registers 104 cases in 18 months

ITANAGAR, Dec 17:  The Women Police Station, Itanagar has registered a total of 104 cases of various forms of violence against women during 2013 and 2014.

While disclosing it at a state level consultation on gender equality and violence against women at a city hotel here today, Sub-Inspector Taku of Women Police Station here informed that of the total 104 cases registered since establishment of the PS in June, 2013, 26 are rape, 27 kidnapping, 25 molestation, 20 cruelties and 1 immoral trafficking. The figure in the previous year was 83 (rape-15, kidnapping- 19, assault- 8, molestation- 15, cruelty- 19).

She also shared the roles of women police in protection of women’s rights.

Deputy Director of Women and Child Development N Ringu briefed on various schemes and women friendly laws for protection of women’s rights. Highlighting on Rajiv Gandhi scheme for empowerment of adolescent girls, which has been implemented in 2010-2011 in Arunachal Pradesh, Ringu informed that the Ministry has identified West Siang, West Kameng, Lohit and Papum Pare for the scheme.  

There are 28 well-governed ICDS in the state, she informed and briefed on Sabla scheme for the adolescent girls which is divided into two groups of 11- 14 years and 15-18 years.

Sister Lucy, Deputy Director of IDEA stressed on creating public awareness on increasing incidence of crimes against women and the role of the family in moulding behaviors of male child to stop crimes against women.

“It is the duty and responsibility of the parents to guide their child properly to respect women, their rights and importance in the society,” she opined. “The Directives Principles in the Constitution has given the power to the state to take action against a person, who commits crime against women. There are so many provisions in the Constitution to safeguard the interests and rights of women but we are still experiencing discrimination against women everywhere, opined Taba Rosie, Project Coordinator, State Legal Service Authority.

She has pointed out lesser attendance by male in public hearing related to cases of violence against women.

Arunachal Pradesh Civil Society chairman Patey Tayum emphasized on living peacefully in accordance with the prevailing customary laws in the state. He also pointed out some ‘bad’ practices in cases relating to violence against women with customary laws allegedly by some organizations and civil bodies.

Jaya Doji, advocate, Legal Aid Clinic, Yupia gave an insight into Prevention of Domestic Violence Acts to the participants. She also informed about free legal aid clinic in Yupia where women can avail free legal aid, counseling pre and post litigation etc.

One of the two HIV infected persons, who attended the programme, shared his views about HIV and its adverse effect in human life. He urged the authorities and civil societies to extend their support to people living with the virus as anyone can get infected by HIV virus anytime. The person, who is also the acting General Secretary of Arunachal Network of Positive People (ANPP), said ANPP will continue to work so that no more people will get infected by the virus.

Meanwhile, Rngu while interacting with HIV positive persons sought advice from Doji for an immediate step to help the victims.

The programme was conducted by Indo Global Social Service Society (SMILE) Itanagar to share the knowledge and key issues to be addressed on account of violence against women.

 

 

Indira Gandhi Park in shambles

Indira Gandhi Park is in shambles. Broken benches, scattered rubbish and clogged streams are some of the characteristics of this park located in the heart of Itanagar.

A little more venturing into the serenity of the park and the visitors are welcomed by the feces as if ridiculing government’s campaign of Total Sanitation and Swachh Bharat Abhiyan. The park lacks the basic necessity of a proper toilet and drinking water facility, adding woe for the visitors.

“What to do? There’s no toilet in the park. Where else will the people go if they have to?” lamented a jogger who is a regular.

Not a single dustbin can be seen in and around the park area.

Also, domestic animals can, sometimes, be seen grazing on the lush greenery.

Joggers, school children, pedestrians making shortcuts from D-sector to Niti Vihar area and local kids playing cricket and football are the only visitors while in the evening time, people tend to avoid venturing into the park area altogether. It is the time when the park becomes hub of anti social elements such as drug addicts. Many people have been reportedly assaulted by these elements in the vicinity of the park, making it a must avoid area during evening hours.

“I have caught youths doing drugs during evening time,” said the guard. He had once caught himself near fatal dizziness when he tried to sniff on the content of a bottle that was left by some of the miscreants during evening time.

The only time the park looks alive is when it is holding some event.

“Only when the park is holding some event, water connections and makeshift toilets are seen adorning the activity area. But then the organizers, they take away the pipes after the events are over,” he shared.

“It is only then that the park looks clean,” mocks the jogger.

 

 

Govt. planning to construct border road in Arunachal: VK Singh

New Delhi, Dec 17: Government is planning to construct a road in Arunachal Pradesh to provide connectivity to people living in area bordering China, the Lok Sabha was informed on Wednesday.

Minister of State for External Affairs VK Singh, in a written reply, told the Lok Sabha that government is giving careful and specific attention to the development of infrastructure in all the border areas in order to meet the "strategic and security requirements" and facilitate economic development.  "Ministry of Home Affairs is considering examination of a plan for construction of a lateral road from Tawang to Vijaynagar in Changlang district in the state of Arunachal Pradesh to provide livelihood or connectivity to the border population and for the development of the border area," the Minister said.

He said Arunachal Pradesh is an integral and inalienable part of India and it has been clearly conveyed to the Chinese side on several occasions, including at the highest level. PTI

 

 

Mysterious stone pillars found in Namdapha Tiger Reserve

ITANAGAR, Dec 17: A  patrolling and camera trapping team of Namdapha National Park (Tiger Reserve) has found hundreds of mysterious stone pillars in the Kodboi mountain peak under the Reserve area recently.  The team led by Hemmar Nyorak, Assistant Field Director and Lichi Karlo, Range Officer along with six Protection Force staff of Namdapha National Park (Tiger Reserve) started tracking from 25th Mile protection camp along MV road on December 9 last and reached the highest peak of south-western side of Namdhapa Tiger Reserve called Kodboi mountain after three days climbing on December 12.  The team found hundreds of mysterious stones pillars in the entire area of the peak and some of the stone pillars were found fallen.

The stones are erected in rectangular shape of 3m x 4m and 4m x 5m of four stone in each corner. The height of the stones is 0.8m to 1.6m, and are placed at the same height and arranged in a rectangular manner.  It has been observed that stone has no any inscription on them and the size of the stone are in oval shape. This is the first time these mysterious stone pillars have been sighted in the peak of the mountain.

An official release further informed that even the local people of the area under Miao Circle and the park authority have no idea about the existence of such type of mysterious pillars in Namdapha National Park.

No conclusive evidences could be drawn so far as to whether it was a war memorial or the remains of an ancient village, the release said.

However, the team member observed that the stone pillars may be of more than 300 years old because most of the trees available in the area are hollock and jutuli which may be of 200 years to 300 years old with very dense vegetation.

 

 

Tuki raises issue of racial discrimination with NCST

ITANAGAR, Dec 17: Arunachal Pradesh Chief Minister Nabam Tuki has raised the issue of racial discrimination meted to the people of North East and requested the commission to look into the matter seriously. He conveyed this to the Chairperson of National Commission for Schedule Tribe (NCST) and the Ministry of Tribal Affairs, Govt of India Dr. Rameshwar Oraon who along with Director K D Bansal and Under Secretary Rajesh Kumar called on him at his offices here this afternoon.

He strongly advocated implementing the Bezbarua Committee report and including a subject on tribes, culture and tradition of Northeast in CBSE syllabus.  “Arunachal being a cent percent tribal state, Government of India should consider opening of a Tribal University,” Tuki reasoned while assuring to provide land for the purpose. He further mentioned about Tribal Scholarship to be given to the students pursuing professional courses inside and outside the state.

The Chief Minister has requested the (NCST) and the Ministry of Tribal Affairs, Govt of India to make necessary corrections in the nomenclature of various tribes of the state which are wrongly depicted.

Citing examples on wrong depiction of name of the tribes in the ST certificates, which have been hampering the local youths to get the desired benefits provided by the Centre as well as state government, Tuki said that numerous representation and proposals have already been forwarded to the ministry for consideration. He urged the visiting chairperson to impress upon the ministry to clear the pending issues at the earliest.

While assuring all possible help, NCST Chairperson requested the state government to constitute a State ST Commission for safeguarding the interest of STs in the state. He said that the National Commission for Schedule Tribe would be sending a recommendation on the line. While sharing his experience over the visit to various locations in the state, Rameshwar disclosed that there were few genuine grievances of the tribals which would be taken up in right earnest.

The Chairman of National Commission for Scheduled Tribes, Dr. Rameshwar Oraon called on the Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan, Itanagar today. The Governor urged upon the NCST Chairman use his good office to ensure safety and security of the people of Arunachal Pradesh.

They also discussed various programmes for the Scheduled Tribes. The Governor emphasized on ensuring that the Tribal communities avail benefits from the programmes and stressed on more awareness on schemes and proper monitoring in its implementation.

The Governor called for more focus on education and skill development among the Tribal youth through the Commission, read a report from Raj Bhavan.

 

 

NHM staff announces 14 days Pen & Tools down

ITANAGAR, Dec 17: The Programme Management Staffs Association under National Health Mission (NHM), Arunachal Pradesh have decided to go on pen down strike from December 30th to 12th January’2015 in support of their four points demand which include early release of fund for Staff Salary, timely payment of salary, restructuring of salary, HR allowance, TA/DA and leave. The decision to go on Pen-Down strike from 30th December, comes after the completion of 1 day pen & tool down strike on Dec 15.

The Association has further decided to go for indefinite pen & tool down strike from Jan 15 if the Government fails to releases fund for staff Salary by Jan 12.

The remuneration of existing contractual staff engaged in the SPMSU, DPMSU & BPMSU under the head “Programme Management” and other technical staff under the head “Human Resource” may be re-structured in tune with the increasing cost of living and workload, a report said.

“The salaries of contractual staff have not been incremented/ restructured since the year 2009-10. The stagnancy in the salary rates in the face of galloping inflation has had adverse effect on the working morale of the contractual staff particularly those working for the last 10 years under NHM” said a report.

The restructure of salary is requested in view of very difficult working conditions- where the cost of living is extremely high due to non existence of motorable roads and due to head load transportation, the Association added.

 

 

Six enthusiasts on trekking expedition to Changkham ghat

CHONGKHAM, Dec 17: Six adventurous persons from Chongkham village are currently on their maiden four days trekking expedition to Changkham ghat from treacherous bank of Lohit river via Ti-Mai Ghat of Parshuram Kund.

The team comprises Chow Mahalat Namchoom, an expert elephant catcher from the Khampti community, Chow Rajawon Namchoom, Khampti song and drama composer, Chow Rajanam Namchoom, Chow Pingta Mein, Chow Kananda Namchoom and Chow Narani Namchoom.

The trekking expedition aims at exploring the unexplored forest land and river basins, tourist attractions and places of interest besides putting Lohit and Namsai district in the tourism map of the state.

Lohit and Namsai are bestowed with natural scenic beauties where Golden Pagodas and temples are located and have the potential to emerge as one of the most sought after religious tourist destinations of the state.  

The team also try to conduct a survey of wildlife along the Lohit River and future course of Brahmaputra popularly known as Tsangpo in Tibet and its impact at downstream, particularly Namsai district. It is observed that the low laying areas of Namsai district is inundated by Lohit River during rainy seasons every year affecting the life and damaging agricultural fields.

A 4 day trekking cum expedition along the most treacherous bank of Lohit River from Ti-mai ghat of Parshuram Kund to Chongkham ghat in Lohit and Namsai district covering a distance of 70 KM is being conducted by a six adventurous member from the village of Chongkham from December 16 to 20.

They are conducting the trekking cum expedition for the first time in the area and have never been tried before.

 

 

Tezu-Sunpura MLA holds development meeting

ITANAGAR, Dec 17:  There should be uniform development and it should begin from grass root, advocated Dr. Mohesh Chai MLA of Tezu-Sunpura in a development meeting held at the school premises of Government Middle School Bekhuliang today.

Dr. Chai addressing the public of Bekhuliang said that developmental works should not be limited to towns. A true sense of development is, when there is uniform development irrespective of town or village or circle. Therefore, he said emphasis should be given on development of village and 4 crores have already been given for village developmental activities of Tezu and Sunpura.

Apart from education, roads, bridges, agriculture and other burning issues my top priority is flood problem, he said. Understanding the plight and grievances of Bekhuliang people which remains cut off from headquarter Tezu during monsoon season because of Paya Nallah and Hajunallah rivers, the MLA informed that all works are being done and plans and proposals have been submitted to the Government for consideration.

Another sector which needs focus is education but it is of great concern that Tezu being one of the oldest District headquarter is lagging behind in human resource development. In the last 10 years or State has made a tremendous progress in the field of higher studies with the establishment of many technical institutes and colleges etc but none of them could be established at Tezu, which has deprived many talented underprivileged  students of this region to pursue their dream of higher studies. Therefore, he vowed to work for the betterment of educational scenario in Lohit District during his tenure.

During the day, MLA also informed that Bekhuliang Sub Health Centre has been upgraded to Primary Health Centre. He announced to construct a type-iv quarter for Medical Officer through MLA LADS.

Deputy Commissioner Dr.Mishra addressing the gathering said that the District Administration is committed to provide all round progress to the people of Lohit District. Appreciating the idea of development meeting where all the Heads of Government Departments come together to share their departmental works directly to the villagers or beneficiaries, it will make the officers and department more liable and responsible because now we know that we are answerable to the public directly, he said.

All the Heads of Departments highlighted on various schemes and issues pertaining to their departments for the knowledge and awareness of public.

Memorandums were submitted to the MLA by senior leaders of Bekhuliang Village for an inspection bungalow, boundary wall around community hall, road connectivity, flood protection, posting of subject teachers, upgradation of Government Middle School to Secondary School, repair and maintenance of existing Government Middle School, electricity and water supply, solar street lamps, etc.

Meanwhile, the MLA, DC and SP also visited and inspected the ongoing 3.2 kms link road from Bekhuliag to Payagam under MGNREGA.

Training on child rights and protection

ITANAGAR, Dec 17:  The RTE- SSA Rajya Mission, Itanagar organized one day state level training cum workshop, sponsored by National Commission for Protection of Child Rights (NCPCR), New Delhi on the issues of child rights and child protection in a city hotel on Monday.

State Project Director (SPD) Opak Gao inaugurated the programme and addressed the participants comprised of mostly District Community Mobilization Coordinators and Block Education Officers/ Block Education Resource Centre Coordinators.

While addressing the participants, SPD appealed all the functionaries of the school education specially those working under RTE-SSA flagship programme to discharge their duties and responsibilities with sincerity, punctuality and dedication. He also asked them to avail the opportunities of enhancing and broadening their knowledge and experiences during the course of ongoing training cum workshop and impart the same to the targeted groups comprising of members of School Management Committees, parents, students, Panchayats and community as a whole at the grass root level.

Some of the topics of the training cum workshop were over view of child rights- the legal framework and the role of NCPCR/ SCPCR in monitoring these rights, laws and programmes of government relating to child Rights( the Juvenile Justice Act), the prevention of children from sexual offence Act (POCSO Act, ICDS and ICPS, Child Abuse-the physical, emotional and mental forms of Child Abuse and the effect of child abuse on the growth, identification of child abuse whether in school or family and  over all development of the school-equity and quality-key indicators.  The role of SMCs vis disabled children; tracking of children (child labour), coordination and convergence with partners including local panchayats were also discussed. The resource persons for the programme were Assistant Professor Batotsi Kri and  Anupoma Singh, Retired Principal B.P.Sinha,   Psychiatrist Dr.Tame Kena and SPO G.Karga.

About eighty (80) participants attended the training cum workshop.

 

 

Veteran Cup Football: Arunachal United continue to dominate

ITANAGAR, Dec 17: Arunachal United Football Club (AUFC) thrashed Emchi Veteran FC by 11- 0 in their second group match in the second State Level Veteran Cup Football Tournament at Rajiv Stadium Naharlagun today.

AUFC dominated the proceeding right from start as it took just four minutes to score the first goal by Biri joy.

Captain Bunung Taja scored four goals in first half and another in second half to take his tally to eight goals in the tournament.

Dojum Nomuk scored two goals in the first half and three goals in second half to finish the drubbing of the team.

The team could have won the match with a bigger margin had not AUFC players played some selfish game.

Arunachal United trounced Siang Highlanders 6-0 in their first match yesterday.

Emchi Veteran came close to scoring in the second half when a penalty kick was awarded in their favour. But Taw Jacob missed the spot kick.

Though Emchi FC was thrashed crowd enjoyed the game as most of the players of the team were comprised of non footballers and they themselves enjoyed the game though lost badly.

Earlier in the day, Papa FC defeated Kurung Kamey Veteran FC by 2-0 goal. Both the goals came in second half of the match.

Gangte Rovi gave PFC lead in 50 minute of the play and Tadar joy doubled the lead in the 57th minute.

 

 

Gori Open Football Tournament begins at Basar

Gori Youth Club beat ICAR-XI 6-0 in opener

BASAR, Dec 17: The 16th Gori Open Football Tournament got underway on Tuesday with Parliamentary Secretary for Horticulture Mutchu Mithi declaring the tournament open in a glittering ceremony here at Gori playground.

With the message that sports can have a positive impact on a person’s wellbeing and on a society, the Parliamentary Secretary said the effect is all visible in Basar with people here excelling in all fields.

Appreciating the zeal and enthusiasm in people have for the sports, he said the passion for sports is well exhibited through well maintained sports infrastructures and good quality football fields in Basar.

As encouragement towards sports, the Parliamentary Secretary announced Rs Six Lakhs for the Gori playground under Rajya Sabha MP Mukut Mithi’s MPLAD funds.

Lauding the Basar community of its rich culture and as an organized society, he said Basar has so much to give to Arunachal and there is so much to learn from here.

“A mere glance of the area and its people gives us enough clues as to why people here as a community and as a clan are ahead in all aspects. The symbiotic relationship the people here have with their land and the nature is their greatest strength,” said the Parliamentary Secretary.

“Arunachali people consider land and forest as its home. Without considering these symbiotic relationships people have with the nature, development of Arunachal can be very difficult,” said the Parliamentary Secretary.

Twenty teams are participating in this year’s tournament from all over West Siang district. An AIDS awareness camp with the theme – ‘Talk AIDS, Stop AIDS’ also went underway along with the tournament organized by the Arunachal Pradesh Aids Control Society (APSACS).

In the opening match played between defending champion Gori Youth Club (GYC) and ICAR-XI, the GYC emerged winner by 6-0. The goal scorers of the opening match were Nyagam basar (2), Toli basar (3) and Henli Basar (1).

Time for real work

Educational institutions are often considered to be the safest place for the children to pursue their dream. However off late, series of rape incidents in various schools of India has made even educational institution unsafe. Adding to the growing list of such unfortunate incident Assam Police on Tuesday arrested an IIT Guwahati dean of academic affairs, Aloke Kumar Ghoshal, for allegedly raping a junior colleague.

As per report in media Ghoshal (45), a professor of IIT-G's chemical engineering department, was arrested from the institute's premises on Monday night on the basis of a complaint lodged by the victim on December 12. Ghoshal is associated with the institution for over a decade now and had taken charge as the dean of academic affairs seven months ago. IITs are much respected institution and are renowned worldwide. Many brilliant minds presently running major conglomerate across the world are product of this institution. If IITs becomes unsafe for the woman, then seriously things are not alright in this nation. Policymakers will have to sit down and try figure out where things are going wrong. Enough of media bytes and all, it’s time to work.

CM talent award was a false promise

Dear Editor,

Through your esteemed daily, I want to draw the kind attention of department of education of our state, Arunachal Pradesh regarding the scheme of ‘’CM talent award’’.

This scheme was launched in 2011-12 by our honourable Chief Minister, Nabum Tuki and the scheme promised to give laptop along with a cash award of Rs. 10,000 to the students of class 12 and class 10 who have secured more than 60% in their CBSE exams.

I have passed and topped the class 12 CBSE examination during the academic session of 2012-13 from the Govt. Higher Sec. School, Polo, Naharlagun but till date I have not received any sort of so called CM talent award from our state govt.

Now it seems that it was just a hollow promise from our state government, and it was just for amusing the student communities.

I would like to put forth my sincerest appeal to our state govt. particularly the education department to fulfil their promises for the larger benefits of the student’s community of our state, as we are the future of our state and nation.

A clarification

Dear Editor,

I would like to write down the following few lines with regard to the News item under the caption “Do not transfer MGNREGA to Panchayat Department, says APBDOWA published in your daily dated 12th Dec.

First of all I want to clarify that this proposal is not made by the Secretary, PR Govt. Of Arunachal Pradesh, rather it is made by Ministry of Panchayati Raj Govt. Of India vide D.O No. N-18011/2/2014-DPE to all the States and union territories, where it is clearly mentioned that the instruction is issued to the implementing authorities i.e. the Panchayats at the respective level to associate the technical manpower sanctioned under RGPSA with the works of MGNREGA  ensuring that they work under the overall supervision and control of Panchayats.

RD Department and Panchayati Raj Department both are working at grassroots level to develop rural area, since the important MGNREGA scheme in the context of the rural employment, poverty alleviation and development of village level by providing 100 days employment guarantee to rural people, where lots of engineering works are involved. Now, Panchayati Raj Department,  Govt Of Arunachal Pradesh have One Dy. Director (Technical wing), 177 TAs/JEs and 591 Cashier cum computer Assistant who can assist during and after implementation of work.

So, RD Department should hand over the MGNREGA scheme to the Panchayat Department by respecting order given by the Ministry of Panchayati Raj, Govt of India. Because RD Department has lots of grass root level develo-pment scheme which needs concentration. And also RD and Panchayati Raj Depar-tment are like a one family who works together for bett-er development in rural area.

Don’t let us repeat

Dear Editor,

In spite of repeated appeal to make Likabali as temporary headquarter and Sikirima as permanent headquarter for the once upon a time created Åower Siang district, I dont understand why exactly the state govt is not able to declare it. The other new districts are already functioning which were created after the lower Siang. As said “a wearer knows where the shoe pinches”, we too know why we are so eager to have the headquarter at these places. We have to face atrocities created by neighbouring state of Assam. Moreover, the security concern is also one big point.

However, our state govt in general and some leader in particular whom we voted to look after our problems do not seem to be much concerned. In fact they tried to suppress our bandh call by deploying many armed forces. They even took many elderly to custody and did not even spare the women. This unfriendly behaviour by the govt has created confusion as why such steps were taken. The democratic way should be respected by the govt. As we are law abiding citizens, we respect our constitution and dont want to indulge in unconstitutional means. That’s the reason the bandh call of DDJAC went peacefully. I hope now the govt will take its decision promptly and will not make us go for our next phases for bandh calls. Moreover, the 3 Ps i.e Prayer, Petition and Protest will be given due consideration.

Conduct APPSCCE (mains) exam afresh

Dear Editor,

It is a matter of grave concern that the APPSCCE (Mains) Exam 2013-14 had to be withheld by the APPSC due to reported leakage of General Studies Paper-II.

No doubt, it has jeopardized the future of so many young promising candidates who are in the fray. If this corrupt practice was committed by the Commission then there is every possibility that other papers might have also been leaked through backdoors.

So, it will be a natural justice to all the aspiring candidates that the entire examination should be cancelled.

We have come to know that Commission of enquiry by a magistrate has been conducted and report of the same has already been submitted to the Government. But till date no action has been initiated against the erring official(s) responsible for the act. Government is maintaining tight-lipped on the issue without any action.

It is worth mentioning that the present Commission had conducted examination in a questionable circumstances in past many occasions for instances (1) During 2009 Preliminary Exams more than 2500 candidates were rejected but later were allowed to appear the same accepting their mistakes, (2) During 2013 Preliminary Exam, result of 98 candidates were withheld citing mistakes in filling up the application forms but were allowed to appear the main exams and (3) During 2012 Exams for recruitment of Assistant Engineer, the creditability of the Commission was highly criticized resulting into destruction of Commission’s office building.

Considering the facts, it is pertinent to mention that all these examinations were conducted by the present Commission in a suspicious manner.

Therefore, the Government is urged to take serious view on this matter and take necessary action at the earliest by cancelling the entire exams and declare a fresh date for conducting the same without causing further mental stress to the aspiring candidates who are in dilemma about their future.

Petrol price and transport fare

Dear Sir,

I would like to draw the attention of our general public as well as our hibernating govt that the price of petrol has dipped by whopping amount of Rs 10 per litre but our transportation fares haven’t. It seems as if our transportation fare is a positive curve which tends to increase only, irrespective of changes in petrol price. And our state i.e., Arunachal Pradesh is an anarchy ruled and controlled by none but by individuals and unions. Government is for namesake irrespective of whoever comes to power, they are all the same, unaware of what’s happening around them like an obsolete gadget. One can find best example of mis-governance when you are charged Rs 30 for an item whose MRP is Rs 25. On inquiring why Rs 30? They would say transportation charge or freezing charge for cold drinks. I have been in Delhi and have visited hilly places like Nanitaal, Bageswar but never came across such over charge, though the same goods are transported there too, the goods doesn’t just fly over there by themselves.
